Uganda shuts down internet during elections, offline messaging app Bitchat tops download charts

On January 14, 2026, the Uganda Communications Commission officially confirmed a nationwide internet shutdown starting at 6:00 PM local time "to maintain election security." The election is scheduled for January 15.

Since its launch, Bitchat has been downloaded a total of 936,104 times, with over 4,252 downloads in the past day and more than 32,524 in the past week.

During the internet shutdown, Bitchat’s daily downloads in Uganda surged, with over 400,000 Ugandans installing the app. This highlights its critical role as a communications tool in regions with restricted internet access.

04 Ripple Effects

Uganda’s government didn’t just cut off traditional internet access—it also tried to block alternative communication channels. Last week, Reuters reported that the Ugandan government issued a memo aiming to prevent Elon Musk’s Starlink satellite internet devices from entering the country.

Bobi Wine responded, "If Starlink is not allowed into Uganda, then Museveni is planning to ‘shoot his people with darkness.’"

Uganda’s comprehensive control over information flow is not unique. Similar situations have occurred during periods of social unrest in countries like Nepal, Indonesia, and Madagascar, where Bitchat downloads also spiked significantly.
