According to Deep Tide TechFlow news on June 22, Cointelegraph reported that U.S. Senator Cynthia Lummis recently proposed the “2025 Responsible Innovation and Safety Professional Act” ( RISE Act ), which aims to provide civil litigation protection for AI developers while requiring them to disclose model specification information. This bill primarily applies to professionals ( such as doctors and lawyers ) using AI tools, requiring developers to enhance transparency so that professionals can better understand the capabilities and limitations of AI tools.

Experts have described the bill as “timely and necessary,” but there are criticisms that it is too biased towards AI developers, lacks sufficient transparency requirements, and does not cover the direct use of AI by ordinary users. Compared to the EU’s AI regulatory framework, which focuses more on human rights, the RISE bill takes a risk-oriented approach.
