[Caixin] In recent years, local governments have continued to face fiscal pressure. By 2026, 18 provinces have lowered their expected growth rate for fiscal revenue, three provinces expect their fiscal revenue to remain roughly the same as the previous year, and ten provinces have increased their revenue growth expectations.

The fiscal budget reports for 2026 from 31 provinces across the country have recently been released, revealing relevant data. According to Caixin, in terms of narrow fiscal revenue, which refers to general public budget revenue, 21 provinces including Jiangsu, Guangdong, and Shanghai have set their expected growth rates for 2026 at around 2% to 3%. Hunan, Inner Mongolia, and Jiangxi have lower expectations, with projected year-on-year growth of 0.5% or 1.5%. Seven provinces, including Beijing, have higher growth rates, reaching 4% or more.
