According to Xinhua News Agency, Premier Li Qiang of the State Council recently signed a State Council decree, announcing the "Housing Rental Regulations" (hereinafter referred to as the "Regulations"), which will take effect on September 15, 2025.
The "Regulations" aim to standardize housing rental activities, protect the legitimate rights and interests of the parties involved in housing rental activities, stabilize housing rental relationships, promote high-quality development of the housing rental market, and accelerate the establishment of a housing system that integrates both rental and purchase. The "Regulations" consist of 7 chapters and 50 articles, mainly stipulating six aspects, which are clarifying overall requirements, regulating landlord-tenant activities, standardizing the behavior of housing rental enterprises, regulating the behavior of brokerage agencies, strengthening supervision and management, and enforcing accountability.
