This plan has a major bug, which is that the efficiency is actually very low. For example, if you directly give each poor household 3000, for 10 people that's 30,000. However, going through the proper process of poverty alleviation, considering the input of manpower, repeated inspections by higher-level government/third parties, and having to provide good food and drink for visitors... in the end, the costs in various aspects are at least 5 to 10 times more than simply distributing money.

Of course, directly giving out money will have many problems, such as many lazy people completely lying flat, and the Yi brothers will take the money to drink Liangshan beer, sing karaoke, or even do drugs.

In those years, after the major initiatives were completed, there were a series of anti-poverty mechanisms. If your current per capita income is below the poverty line, you can't afford food, are truly in need of clothing, cannot access basic medical care (note that it is basic), and are living under a bridge, you can directly report to the street office.
