Judgment and execution are two completely different abilities.
It appears not only in one person: very intelligent but unable to accomplish tasks; very diligent but can only earn a meager salary.
It also appears in corporate and national governance: Humphrey and the ministers face different objectives, have different sources of power, and have inconsistent interests, which often leads to the situation where "the policy is good, but the execution has problems."
The challenge is how to organically combine these two abilities.
