Gate News message, April 25 — Russia's Central Bank Governor Elvira Nabiullina stated that the digital ruble's primary purpose is to automate monitoring of state contract spending, replacing existing manual review processes. She clarified that digital ruble transparency is equivalent to the current cashless ruble system and that monitoring personal payments represents a misunderstanding of the initiative.
Nabiullina pledged that the Central Bank will not mandate citizens to open digital ruble accounts or force adoption. The bank plans to launch public voluntary testing in September, promoting the digital ruble's advantages to encourage organic adoption. The Central Bank has already updated rules governing digital ruble account opening for both businesses and individuals.
