The bill needs 60 votes to advance, meaning Republicans must secure Democratic backing; however, a group of Senate Democrats said the current draft falls short on ethics, consumer protection, and illicit finance controls. While Thune expressed interest in beginning floor debate before the August 7 deadline, Polymarket data shows the bill's probability of passage in 2026 has dropped to 37%, down 28 percentage points as election-year timing pressures mount.
