HPC and Phantom Submit Comment Letter on Onchain Protocol Regulation to CFTC

According to Foresight News, Hyperliquid Policy Center (HPC) and Phantom jointly submitted a comment letter to the U.S. Commodity Futures Trading Commission (CFTC) in response to the agency's request for guidance on future regulatory direction.

The letter proposes three steps: confirming that publishing onchain protocol software alone requires no registration; providing a clear pathway for registered entities to use onchain infrastructure for regulated functions; and converting the CFTC's recent no-action letter regarding Phantom into a formal rule.
