According to ChainCatcher, New Hampshire House Bill HB639 has completed its registration process. The legislation explicitly prohibits state and local governments from restricting individuals' use of digital assets for payments or holding assets through self-custody wallets, and from imposing additional taxes solely based on digital asset usage.

Additionally, individuals and businesses operating nodes, engaging in mining, or participating in staking activities are exempt from obtaining money transmission licenses, and such activities are not classified as the issuance or sale of securities.
