Key controversies include ethical provisions banning officials from participating in crypto transactions, a safe harbor provision for non-custodial developers, and the issue of stablecoin rewards. Democratic Senator Alsobrooks stated that ethical and illicit finance provisions need to be addressed. Industry insiders warn that if the bill cannot pass in July, the window will close, and the legislation may be delayed to the lame-duck session after the November election.
