According to two sources, Iran’s proposal prioritizes resolving the Hormuz Strait crisis and lifting U.S. sanctions as the first phase. Under this framework, a ceasefire would be extended long-term or parties would agree to permanently end hostilities. Nuclear negotiations would only commence after the Hormuz Strait is reopened and U.S. sanctions are lifted.
