Zeng Gang, chief expert and director of the Shanghai Financial and Development Laboratory, believes this is a key institutional breakthrough in Hong Kong’s efforts to deeply integrate digital currency with traditional finance. After the government provides guidelines, the registration records on distributed ledgers will have clear legal validity, effectively serving as a “language converter” between traditional financial infrastructure and digital asset protocol layers, allowing institutions to confidently deploy related technologies within a compliant framework.
