Gate 永續合約接口新增 funding_rate_limit 字段

爲優化資金費率查詢體驗，我們將在合約API中新增 'funding_rate_limit' 字段，直接返回資金費率上限值，免除用戶自行計算成本。

更新內容

1.涉及接口：

1. GET /futures/{settle}/contracts
2. GET /futures/{settle}/contracts/{contract}

2.新增字段說明：

字段名稱	類型	說明
funding_rate_limit	string	資金費率上限值

3.變更影響：
新增 'funding_rate_limit' 字段，直接返回資金費率上限值。該值與現有 'funding_cap_ratio' 計算結果一致。
自發布起設 2 個月過渡期，期間 ' funding_cap_ratio ' 繼續更新。 過渡期結束後，該字段將停用且不再返回數據， 請務必在此期間完成遷移至 ' funding_rate_limit ' 。
