According to the National Development and Reform Commission, starting from 2026, China will organize a three-year campaign to overhaul nine key industries—including steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, and coal power—focusing on energy efficiency and carbon emissions reduction.
The initiative aims to maximize energy and carbon efficiency across these energy-intensive sectors by 2028. From 2029 onwards, the government plans to expand the scope to additional industries, with regional authorities able to begin implementation ahead of schedule as needed.
