Hong Kong Police Arrest 2,000 for Fraud and Money Laundering in Q1 2026, 70% Involved in Puppet Accounts

According to Hong Kong Police, in the first quarter of 2026, Hong Kong police arrested approximately 2,000 people for fraud and money laundering-related offenses, with about 70% involving puppet account holders. During the same period, police recorded over 9,400 fraud cases, resulting in losses exceeding HK$1.85 billion. Hong Kong Police Commissioner Yeung Yat-ming revealed the data during a joint anti-money laundering exhibition with the Hong Kong Monetary Authority and Hong Kong Association of Banks.
