The Hangzhou Municipal Government has publicly solicited opinions on the implementation plan for the construction of the core area of the global digital trade port in Hangzhou (2025-2027). It mentioned supporting the development of the Alibaba digital trade headquarters in Yuhang, the digital game base of West Lake Art and Innovation Town, the digital film and television base in Linping, the digital culture base in Liangzhu, the digital fashion base in Shangchengli, and the digital e-sports base in Gongshu. Hangzhou City promotes the implementation plan for the construction of the core area of the global digital trade port (2025-2027)

In order to implement the opinions of the Party Central Committee and the State Council on the reform, innovation and development of digital trade, and in accordance with the spirit of the conference on building a high-energy-level open and strong province, our city has proposed to build the core area of the global digital trade port and formulated this implementation plan.

  1. Development Goals

By leveraging the synergistic effects of ‘Digital Free Trade Zone + Global Digital Trade Expo’, the core area of global digital trade port will significantly enhance its brand influence, driving leading scale, optimized structure, active entities, upgraded formats, and leading standards in digital trade throughout the city, and basically establishing a national demonstration zone for innovative development of digital trade. By 2027, the city will achieve a digital trade volume of 440 billion yuan, with more than 350 outbound brands in the field of digital trade, over 1600 scale-above enterprises, and more than 35 platform enterprises with global competitiveness.

Second, Development Layout

Forming the development layout of the global digital trade port core area of “using the Global Digital Trade Expo as a traction, with three free trade blockchain zones as industrial carrying zones, and six digital trade characteristic bases as key points” of “one meeting, three zones, and six bases”.

(1) “One meeting”

The Global Digital Trade Expo will permanently settle in Hangzhou, held at the Hangzhou International Expo Center every September. Within a two-square-kilometer area around the Expo Center, a digital trade innovation port integrating high-end trade exhibitions, trade headquarters economy, digital expo, and trade services will be created, forming a ‘trade + exhibition’ industrial cluster. Leveraging the hub role of Hangzhou Xiaoshan International Airport and the Aero Economy Demonstration Zone, it will establish a national industrial fund of billions of dollars and high-level public service platforms to serve digital trade and implement major digital trade projects.

Gather global high-end exhibition resources, with the internationalization rate of participating enterprises not less than 30%.
